I do not like real-time combat either. But from all the reports from the beta-testers, the combat works well and is not a clickfest or twitch fest. I think it is all because you just control taskforces, and you have 3-4 taskforces in combat. So you always have plenty of time to order your TF's to a different target. Basically, you are giving the AI a way to let the player know if they are doing something to make the AI angry. A player "whine" feature would be nice, if you could provide choices for a variety of things that would make a player angry with an AI *and* if the AI would receive these messages and take action if they cared about how you felt. Essentially if they player could request the AI to do things: "Remove this starbase from this sector" or "Remove that ship from that sector"
I think a good solution might be a combination of what Paul, Star Ranger, and Wyrenn has said. As long as the starbase can operate at max capacity then it should generate max cultural influence. Once there are enough starbases in the sector so that they do not operate at max capacity then each starbase should contribute less than max influence. One obvious consequence is the empire you just backstabbed should not turn around and give you more planets for peace again. and again. There should be some sort of hidden trustworthy meter (or lets just call it memory if you will) and as the other empires see you break peace treaties soon after making them they should remember that and not be as willing to negotiate for peace with you. Hmm. I thought that recent planet hunters have been finding gas giants all over. They have even found one as close to its star as Mercury is to ours. Our solar system is not necessarily the model to use as an "average" system. And about Pluto. So we captured it. Is that normal? Could be...there's a lot of stuff out there. And now there are rumors there is a brown dwarf circling out sun somewhere further out. In summary, put the planets anywhere you wish.
