Rare vs. Abundant planet types in GalCiv III Support GalCiv3 Forums

I have tried with a few variations of galaxy size and the results are the same. When I use: Habitable planet: RARE Extreme planets: ABUNDANT I get a quantity of habitable planets similar to the default setting of "occasional", furthermore, the quantity of extreme planets stays low, perhaps even decreases? Why is that? What I wanted was: fewer/ scarce habitable and increased extreme planets<
