A limit to 1 per planet would be sensible too. For like every upgrade, apart civil / military science labs, but especially this one.
Capital ships could even have some kind of (toggle-able) always-on shield visualization for ease of gameplay. Sometimes it's hard to notice / follow focused capital ships midgame (while managing planets) who lost their shields :)
It works for me :D sometimes goes beyond the galactic plane for some reason, but it works.

Well, you could just call them Heavy Cruisers :D to avoid too much classes.
I guess that the extreme turtleing + intergalactical planet wrecking ability combo would be unhealthy for the gameplay. In return, the loyalist titan looks stronger. Don't worry btw, balance will come after the races.
Be careful, a starbase SHOULD be able to either defend a planet for 120° or block a warpjump lane by 75%. Else it's just a point defense platform, and not a starbase. Orbital building sizes are fine imao, but: Enlarge planet size by 33% Enlarge starbase size by 25% (give it's weapons a 10-15% range increase). Enlarge planet gravity well radius by 20% (25-33% enough, since it's a sphere ~so, x-square).
Overall make them cheaper, and weaker (both defense and offense) by like 15-20% with a little smaller dimensions and more spammable, but not as spammable as the old Javelis LRM frigate and call them Light Cruisers and instead of Univeral Ogrovs make a Heavy Missile cruiser, literally the Kodiak but with 4 missile pods (Javelis has 2) instead of the 4 autocannon pods, and make those pods turn very slow. All we need is some kind of fleet tax, like sins1. To help ppl in disadvantage get back into the game with clever play and enemy mistakes.

After playing a few dozen hours with Soase2 the new missile cruiser change still feels odd. They are too big, too few in numbers and expensive too. I understand that you wanted to change something about the gameplay. But i think that this is too drastical and that this ship class should be somewhere in between the old and the new. Maybe exactly in between. I don't miss the 150 piece clouds of them, but saving up for half an hour just to buy 12 isn't better. Like real light cruisers or
