It's just an abstract model, a factory unit running at 33% doesn't mean that there is an actual factory where two thirds of workers are on strike or something.

Could something be done to fix TA Yor? For a race that will eventually take over the universe they are too hard to play at the moment - a horrible economy (meaning horrible everything eventually) in exchange for... well, for nothing important, really. I understand that it can be done by anybody, a couple of bonus percents here, a couple there, five minutes in the editor and some playtesting, but dev attention will make it feel more legitimate.
