Due to balancing issues, any such designs would have to be purely aesthetic. But you could maintain balance by allowing the hardpoint/cost system like in Gal Civ 2

One thing i would like to see comes from Gal Civ is the ability to desgin your own ships. Otherwise I eagarly await the next beta and can't wait for the final game. I totally agree! This lasted for almost half and hour then suddenly they all "magically" turned into my planets at full health without me even colonizing them! Again, VERY annoying. Don't forget, sinking a ship doesn't involve destroying it, like it would in space. Also, there is a (huge) difference between being protected from cannon balls and not getting exploded by lasers or nukes. I agree but, the material is still there. A ship can be destroyed in many ways and all of them salvagable to some extent. A ship that lost it atmosphere could be recovered and a ship that exploded still has scrap metal value. Do you have the latest hotfix (July 12 I think it was)? Before that it was possible for culture to remain after a faction was defeated, but it should go away when they die if you have that version. I only downloaded the game about 2 weeks ago. I had prepurchased it but, since I am in Afghanistan I could not download it until I went home on leave. So, I dont think that is the issue.

Well, thats kind of my point. Who REALLY wants to fight to the death? I think that a system that would allow somesort of credit exchange would make sense. I mean, why are they attacking anyway? What do the pirates get out of it other than the loss of ships, time, etc? If they work on the bounty system and they are getting their butts kicked by me I would think they would say hey, we will join with you for half the credits of anything you take...or something like that. I agree with shibfilet. In addition the travel time adds some reality...especially if you have sensors so you can see the inbounds and pounce once they arrive.
Of course they get a bonus for catching the murderer. They sell his car, his house whatever else there is inorder to cover the costs of capturing/detaining him! If the coast guard catches smugglers they auction of the boat and equipment. So, yes, they do get something out of it. Does it equal the work they put into it? No. But, they do get something.
That was the strange part, he had jumped (2 jumps into my domain) and then attacked and colonized my planet with all my structures in place and all of my influence around it. All of that was still in place when I tried to recolonize it and when that should have been successful what should have been designated as my planet went automatically back to him. Let me clarify, the AI was friendly and then when in orbit changed their allegiance (good stategy). THEY, however, did colonize my planet and I could not colonize it back....VERY frustrating.
A thought about getting a reward for defeating pirates: generally when you attack you suffer, ie; you lose ships or health. If you beat them how about getting remnant equipment or slaves or pirates who swear allegiance....anything would be great.
Ok, I have been playing Sins for about 2 weeks and I continually run into the following problem. Scenario one: Somehow, a friendly fleet enters my home orbit, changes allegiance, bombards my planet into oblivion. They colonize my planet and all of my in orbit structures remained in place. I then attacked my prior homeworld, destroyed their colony and then recolonized.....here is the catch, the new colony then came up as the ones I just defeated instead of mine! Scenario
