I'm not sure what you are talking about, all I'm saying is that a bug resets your social production ability back to the default. I'll check the civ manager though.

Ok, I had a game going playing as the Terrans with +20 social porduction as an ability. As a result this allowed me to build things quickly. Then the Torians researched fusion power plants. I wanted this tech, so I made a deal. Then, instead of the 25 weeks it took to build a factory, it now takes 75. This pissed me off, because, I couldn't build things as fast, and my economy and research fell. Please
I don't like cheats at all, it gives you unfair advantages. AI abilities were designed to be fair, so a cheat would ruin the balance of power.
Forgot to add a couple things Admiralty skill: Build an improvement to increase the skills of your fleet commanders. Better commanders mean more damage done to your enemies.
