Why not just give away the planet to either an ally or a minor race that you like?

If you create a shortcut to the galciv2 executable and add a w to the command line, this will run the game in window mode. At least on my display settings, this isn't too far off from full screen, and more importantly, it is optimized to handle alt+tab'ing around much better. You should see better performance when tabbing around in windows from doing that.

It occurs to me that it would be neat to be able to set up a technology to require two different technologies, say Logistics and Planetary Invasion for a more efficient form of invasion tactics once researched. Is this possible to do with technology? It is clear in the XML file that you can easily have a tech with one pre-req tech ... forged
Thanks CariElf, for the response. That is definitely good to know about the Minor Races. :D Any idea on what is going on with the United Planets Council after reloads though? Unfortunately, in my current game, I don't have a good way to test whether the law is still in effect even though it isn't showing up in the enforced laws screen of the UPC.
AP v 1.51 Two things I've noticed -- both probably bugs. 1) If you save a game after the UPC passed resolution that should last for 3 years, when you reload, it no longer shows up as an enforced law -- even if the time limit has yet to expire. 2) The Minor Races starships do not show up when you initiate a dialog with them. Thanks...
