Rivers don't slow down movement like it says in tutorial. Rivers show 1x movement if army is selected and only consumed 1 movement point of army. If a city is selected the river tiles show ends movement.
This sounds more like a UI/pathing inconsistency than intended behavior rivers are supposed to end movement, but the game sometimes calculates movement differently depending on whether you have an army or city selected, which can make it feel bugged.
