How to do that would be found artifacts counted all the players in the fixed-team?
For example, one player may be many such artifacts, the other not. And want that team was stronger.

I do not think it is possible.
There is no mechanism for artifacts to be shared unfortunately. Each player must have their own artifact.
The sad thing is, they did have a way too share artifacts with allies back in the old vanilla beta.
No clue why they removed it
Gameplay.constants - here I found many of the necessary settings. hoped that the artifacts and that it is there in the game folder
