It's in the multiplayer section.  I'd assume Galt is a player on ICO, and he's wondering who the guy is and if he's here.

Bingo.  Aside from being the name of the man who stopped the motor of the world in the amazing novel Atlas Shrugged, which everyone should read, it's also being used as a player name on ICO.
