When did cloak of night become worse than BotF? Personally, I always looked at it the other way and I certainly played high level games. Early on you will be disadvantaged yes, once a few items are acquired however you have the better item because it provides something you can't purchase that functions as both a finisher and an escape mechanism. (I played Sedna mostly.)

What's the point in resetting the stats? They'd still be just as meaningless as they are now. Without fixing the system it's just going to have the same issues all over again. It reminds me of GPG 'fixing' supcom's 2v2 ladder, except all they did was reset it and not fix the underlying problems with it. (The problems were however, much different than the demigod ladder.)
Heal is pretty easy to interrupt, especially the 2nd cast. If you play sedna enough as well as observe the other player's timing and habits you can reliably get it a decent amount of the time. One interrupted heal is probably a sure kill too. Of course with 2 better players it all becomes a mindgame.

You can easily create distance also by hugging the inner edge of leviathan for example, their character will repeatedly get stuck on the edge of the map.
There's already too much command lag to effectively use the current hotkeys. I can't really see this helping all that much until that's not a problem. :/
@ Shadow and Dustbin - Spirit attacks on Crucible can be countered more effectively than zerging on other maps, imo. Still not ideal but not totally broken compared to how it used to be in Beta 2 No, it's uncounterable.

Ice > Fire imo. Damage isn't all that matters, Ice cripples your opponents fighting potential as well as damaging them.

I dislike the idea of adding range to towers, you're not only hurting regulus but all generals siege minions. Edit: I also don't find reg being able to pressure towers with ease to be all that bad, he's usually easy as hell to push back anyway. There are exceptions like Zikurat though, but that's bad map design not an issue of Regulus imo.
