That certainly could work, but IMO, would still have a cluttered look within the main fence. Also, the main fence would take up a lot of desktop real estate. The Object dock took up very little. Also, if you're gong to do fences within a fence idea, you could forgo the main fence and just cluster the multiple fences together into one large square or rectangle.
