Is it a WB skin?
It could be, just as it can be the original Vista GUI. Either way, there are a few Vista style skins for WB just like the one on that screenshot

Wait... it can? I don't remember seeing a totally transparent Windowblinds skin where theo whole border is transparent and the buttons glow.
