MoM. It definitely needs a better ai. In fact, if you just took the game with the same graphics, UI and rules and put an ai in it it would be huge for me.
I never played Star Control so I can't say, but I'd definitely buy a MoM sequel (or any game where I can take over the world with a single overpowered beefed up hero who lets adamant armed hammerhands keep garrison duty in the conquered cities).

Since you are talking redoing someone else's game, I wish you would redo STARS! It is a real shame that game looks like it will never get its sequel.

MoM for sure! That is one of my favorite games of all time. With updated graphics, fewer bugs, multiplayer capability and perhaps real-time or semi-real-time combat, this would be a dream come true. SC doesn't even compare.

Dozens of heroes
Magical Item Creation
Multiple Dimensions
100's of unit types
Wizard Creation
Auto-Generated Worlds

Things you could implement to make Elemental(?) better than Master of Magic.

Better Graphics & Sound (a given)
Internet, Hotseat & Play-by-email multiplayer
Map/Campaign Editor
Hero/Unit/External Magical Item Editor (could be part of the above)
Spell Editor (this one might be difficult, would probably also be part of the Map Editor)
Multiple Dimensions (this could be a huge game, a proper tribute ot MoM)
More abilities to choose from during Wizard Creation
A single player MetaVerse

If I think of more things I'll post them here.

The only thing really needed to get a MoM game bette than MoM is AI. MoM ai was pitiful at best.

I agree. One thing that was great was the heroes and the ability to make artifacts. But there was a big balance problem: toward the end, a group with high level heroes (that could be summoned) could be unstoppable. But it add a nice roleplaying element to the game: you WANT to increase your heroes abilities.

The heroes in MOO II, designed not to be as powerful as in MoM, were a bit boring.

If it's just the name, I don't care. However, if there's a difference in content, you should give us some details about what's in Elemental. Where can they be found?

Just my opinion but remembering what happen to Moo3, I wonder if it is a good bet to use the name for a sequel. Sure, it will have a greater marketing impact. But fear that some people will look at the game as a sequel and will see only the sequel part. And will cry if the mechanices are too differents. It was already the case with Moo2 that could be described as: Civilization in space with ships design and tactical combat.
