RasterOps - Trust me, you're not the only one who seems to have major problems economically for no apparent reason. I've had them in similar circumstances to, where I am far ahead in every field compared to the AI, but seem to be losing money hand over fist.
My last game in fact made me shake my head when I was being left behind in the Military race to build ships by the Torian's... and I'd taken all but half a dozen of their planets by flipping them!!! They were STILL able to field a much larger force than me (Avatars and larger too!) and from the spoils of flipping I can confirm that they were building everything possible, even Virtual centers and Plaetary Defences which are not cheap to run and something I don't build! When flipping an enemy to me, I remove all the unwanted buildings, and morale on my planets and over all tends to be great near the end of a game
Only advise I can give is to make sure you're trading to your max allowance, and with planets worth trading with (far away from you, etc)
Carielf has said some abilities don't have any use, and won't until GalCiv 2. This could be one of those abilities.

Hmmmm I don't see why StarDock can't either "activate" or remove the offending abilities entirely, simply to stop any further confusion, especially to new players. I'd consider fixing the existing product a good idea before GalCiv2 is released (and is possibly treated the same way QA wise) I'm getting the vibes that unless it's a simple "and" critical error in the game, it will remain as it is from now on... I can only wish that I'm wrong
Reload and take a look at the technology panel. In particular the turns left for the current tech. It's wrong! This aspect of the game does not get updated when a game is loaded. Was it 93 turns or 17 (NO EXAGGERATION!)? I better increase my tech spending just to be sure...

This happens to the Influence in the galaxy also, not just to Tech... it takes the game at least 1 turn to "catch up" but then it rights itself. An annoying quirk that's been around for a while and doesn't look like it will be fixed either
The silver lining to this is that I've never had a CTD either, fortunately... yet
