Problem when download skins

I have win98 and when i download skins or use the varity given by windowblinds the start button,menu and tool bar (next to the start button) will not change to what it should look like....
Anybody help me?

Get XP. 98 is limited and your probably using the freeware version which doesnt skin everything anyways.

yes that is limited by w98 !!!
the start menu not change but normaly the start button change i think that depending by author of the skin !!!
personaly when i make wb i change the start button for w98 !!!
