Set smaller (fullscreen) working area? (Object Dock/Other tool)

Is there any tool or option/setting to reduce the windows desktop working area (the area a window takes when its in fullscreen mode)?

By default (when the windows taskbar is visible) an application takes the whole screen without the area that the windows taskbar takes. When hiding the windows taskbar an application takes the whole screen.
Is there any possibility/tool to tell the applications that they should take the whole screen with a specified margin at one side of the screen?

I would like this, because i don't want my applications to lay over/under my object dock. I just want that the object dock has its own space at the screens border so that it ist always visible.
Just setting the dock to "always on top" still will get applications behing the dock or the dock behind the applications when the applications are maximized.

DesktopX has the ability to change the work area. It's in the DesktopX Configuration.

Thank you very much for the hint. But isn't this a huge overkill for just setting the working area (one Win-API call AFAIK)?

You can set window sizes and locations with WindowFX
