Hi, I'm getting back into the game with version 4.1 and I don't see a way to rotate the research cards available.

In previous versions, there was a wheel to click that would rotate the research cards available for 50% discount.

If anyone knows how to rotate the cards, please let me know! Thanks in advance!

The reroll wheel isn't available in the current research screen, so you aren't overlooking a control. You can still choose from the other available technologies, but those are full cost.
