I recently played a match as the Vasari Alliance in which I found and colonised a Ship Graveyard. When I tried to construct planetary items however I found that there were no Vasari economy, defence, or support options listed, the only option I had was a Pranast United Unassailable Fortress I'd purchased. I'm assuming the other reputation or auction items could also be slotted in though I've not tested this.

The TEC can apparently place the Experimental Economics Lab, Secret Weapons Lab, and Pirate Mercenary Base (Primacy only?) while the Advent can place the Shrine of Harmony, Shrine of Hostility. Silent Monastery (apparently surface mining is a thing???), and Telepathic Relay so why can't the Vasari place anything?
The Advent's Shrine of Harmony and Shrine of Hostility can be built on any planet other than Desert, Gas Giant, Geomagnetic, or Pirate Base. The Silent Monastery can be built on Asteroid, Hive Asteroid, Pirate Base, or even Ship Graveyard, as well as Ferrous, Volcanic or Volcanic Moon, but none of the regular (Advent popular?) worlds.
The TEC's Experimental Economics Lab and Secret Weapons Lab are both loosely akin to the Silent Monastery - Asteroid, Hive Asteroid, Pirate Base, Ship Graveyard, and Volcanic Moon, though not Ferrous or Volcanic worlds. They can also be built on Gas Giant, Ice Asteroid, Ice Moon, or Moon. The Pirate Mercenary Base has almost the same availability - just not available on Gas Giants.
The Vasari's Administrative Uplink, Dark Fleet Tower, Defensive Uplink, Lirtra Adjunct Lab, Matter Hypercompiler, and the Exodus' Core Stripper and Debris Reclamation Center can be built on every world bar Ship Graveyard. Why this exception? The Matter Hypercompiler shouldn't have any affect on 'surface mining' - there wouldn't be any, but orbital mining would still benefit asteroid\orbital mining. And while there's no 'core' for a Core Stripper to strip, wouldn't a ship graveyard have a tonne of metal?
The Exodus' Labor Camp is likewise available on all bar Gas Giant and Ship Graveyards but given there won't be any surface mining that makes sense.
Is this largely an accidental oversight or deliberate? Are Vasari not supposed to colonise Ship Graveyards and leave them for TEC or Advent forces?
Note the TEC Auxiliary Supply Depot, Center for Human Doctrine (Primacy), Garrison Recruitment Center (Enclave), Home Guard Outpost, and Munitions Plant are also buildable on everything bar Ship Graveyards, while the Fulfillment Warehouse, and Media Conglomerate are buildable on everything bar Ship Graveyards and Gas Giants. Might some or all of these be appropriate planetary items for Ship Graveyard?
Likewise the Advent's Heathen Quarter, Temple of Assimilation, Temple of Pilgrimage, Temple of Purification, Temple of Resurrection, and Unity Protectorate may be built on everything bar Ship Graveyards. Might some of these too be appropriate for Ship Graveyard?
Are planetary items something that will need correcting next patch, or was my experience simply a glitch of some kind?
