So with the most recent update (v28.16) it looks like they removed the ability to hot load (some) mods in and out of a running save game. (For example, purchasable artifacts).
Is there any way to force the game to allow mod swapping again?
Buried in the files there's a setting I found to allow this:
\Users\USER\AppData\Local\sins2\settings\settings.json "front_end.enable_strict_saved_game_filtering": true,
\Users\USER\AppData\Local\sins2\settings\settings.json
