First covert your image into 16 colors:
- image menu -> mode -> indexed colors
- Local (selective), colors: 16
Then save the color table:
- image menu -> Mode -> Color Table
- Click save
Then in your progress bar image, load the color table:
- image menu -> Mode -> Color Table
- Click Load
That's it.

Thanks paxx, I'll try it out when I get home tonight.
I can easily reduce it to only 16 colors, but when I go to save the BMP I can't select anything less than 8bit. Thus, when I load the bootscreen, I just see the old windows bootscreen in funky colors.
Do you know how to get PS to save in 4-bit?
OK, indeed that's a bit weird.
But after playing a bit, here's how.
When you index the image to 16 colors (Image/Mode/Index Color), and you select Local (Adaptative) in the drop down, the 16 for the colors, select primaries for the Forced dropdown. Next time you'll save your image as a BMP, you'll have the choice between 8 or 4 bits.

I'll let you know in a while if the bootscreen works properly.
Also, the bootscreen shows for several seconds, and then it switches to a pure white screen for an equal amount of time before changing to the login screen.

I did nearly the same thing apart from I chose "none" in the forced dropdown. If you select any of the other options it forces the palette to include colours you may not wish it to use. eg. if you select black and white it forces the palette to include black and white, or if you select primaries it forces the palette to use black, white, red, green, blue, cyan, magenta and yellow.

I do the exact same steps, with the ONLY difference being the forced drop-down, and it only works if I select Primaries and Black & White. If I select Web or None, I only have 8 bits as an option when I select "save as..." and "bmp" for format.
