Galactic Civiliizations 2 It says i can "never" build stuff

I have enough money (bc). The planet has 10+ building squares.

But when I put the the buildings in the squares, it say "never" .

Describe exactly what you're doing.

Can you see that the square is highlighted when you select it?

Can you see that the building is highlighted when you select it? What building?

Are you clicking the BUY or BUILD button?
