Does the research "Molecular Assembly" affect the building rate of Starbases?

I do not think so. Only Assault Deployment does that.

Molecular assembly uses the same research modifier as expedited permits....be a little strange for TEC to be building SBs faster as well....

If it did, it would make building starbases stupidly fast.
