Mods not working

I recently downloaded two mods and have put them in my mod folder. when i go into options in game it shows me the two mods. i select one then select enable and it tells me the mod is enabled, but when i go to play nothing has changed. does anyone have any ideas that can help me?

Are you clicking "Apply Changes"?

couldn't find anything i hadn't really done.
