I noticed shield mitigation values between starbases differ wildly. From 15-65%. Same research, same race, same level of upgrades, and shield mitigation is all over the place. And it doesn't depend on planet allegience either.
Its based on how much damage the SB is taking. Everything starts at 15% then as it takes fire it goes up. What the max is depends on the race. Advent usually get a higher max Mitigation.
