When I try to open Sins Developer it gives me DLL errors and tells me to reinstall the program, I am having a bumpy road learning to mod this bloody game! Any thoughts, sorry to jam up the forums with my stupidity... I am to stuburn to just give up.
Try the forge tools thread. They might know what to do.
I can't remember if it was actually a DLL error I was getting when it crashed but the last time installed Sins it didn't install DirectX (presumably because I had a newer version already) and while the game worked the ForgeTools would crash at launch. I just ran the DirectX install on the Sins CD manually and it fixed the problem.

The problem is a the newer version of DirectX? That just doesn't make sense, but I'll try it. Better than nothing.
DirectX versions install various dll versions of their respective files, numbered incrementally. For instance, an older version might install d3dx9_27.dll while a newer version might install d3d9x_30.dll. The newer versions do not always include some of the older dlls. The ForgeTools were crashing in my case because I was missing a few of those older versions that the Tools needed. The DirectX version included with the Sins CD has everything you need though so give it a shot. If that's the problem it should fix it.
I did this and it still crashes, its just says a different DLL file is missing now... bah.

Go on internet, type it, download it, add it to SINS original game folder (where the application,etc data is and VOILA!! PROBLEM SOLVED!!!!

Doesn't work I tried it, I downloaded Fmod.dll, binkw32.dll too. Than I get a new error:
Sins Developer.exe ENTRY POINT NOT FOUND
The procedure entry point _BinkCopyToBufferRect@44 could not be located in the dynamic link library bink32.dll
