Controling Plantary Poputation Groth

I may be missing something but I cant find where you can set the population groth for an race? Is this possible?

I would like to set it so That a race has almost no poputaion groth.

That's not possible. For that to work you would've needed to have that setting in the 'playerxxx'files, but alas, it's only to be found in each 'Planetxxx' file.
