My planets are money pits!

For my first game, I played a Pacifist race with +15% planetary quality. Figured that better planets help you out on every level, right? Well, that hit a screeching halt not too far in, when the bulk of my worlds (16-23 quality) were costing me more than they were producing. I had to cut the spending bar down to 5% a couple of times just to stay over -500bc, while keeping tax cranked up around 55% to get the most out of the population.
What gives? I was building every economy-boosting social structure I could lay hands on, but some worlds just barely reached break-even status despite my being near the top of the tech tree with all kinds of fancy economy-boosting stuff. And by that time, they were all in the 18-26 range. What was I doing wrong? I won, eventually, through a social victory, but that was just because I was playing on the beginner level in a tiny galaxy.
