Starbase defense w/ defending ships?

I tend to play a very tech and production heavy game, cranking out a truly obscene number of starbases to guarantee my planets can gain some very high production levels, paying for my race up the tech tree. I generally use almost all of my planets to produce constructors, while a few planets produce battle-axes (and later dreadnoughts) to defend the starbases ringing my "turtled" civilization. My question is: if I get defense upgrades for a starbase, do those same upgrades apply to any ships that are sitting on top of it. For example, if I have a defense upgrade of +5 for my starbase, does a battle-axe that is guarding in the same location, have an approximate defense of 10 (not really accounting for all the various ship bonuses that may apply), or does the battle-axe have a defense of 5, and the starbase is just counted as the bottom ship in the stack?
Does it pay to keep my ships sitting in large groups on top of the starbases, or would it be a more efficient use of my resources to upgrade the +attack for all the ships in the sector, and to use my ships as aggressive hunter squads within the sector, instead of a defensive wall on my stations?
