Lv. 6 - lv. 10 skill on the new ship when looking at enemy ship stats, dps and ranges, seems to increases enemy ranges, instead of shortening them, decreasing attack cooldown, thus increasing dps.

Kodiak issues, from personal standpoint.
It is very squishy, has only 300 durability, so far short of heavy cruisers. Has less dps and worse pen. 100 pen turrets 2,3 dps is almost absent. Side turrets could have 5 dps without pen increase. (+100% dmg)
1 turret with 200 pen, the rest at meager 100 penetration, then their DPS ought to be increased. They are not AA.
DPS on 4 other turrets is extremely meager about 2,3 dps. at 100 pen.
Harcka has at start 5,5 dps x 5 at 250 pen. (27,5 dps at 250) Harcka 15 pop kodiak 10 pop. Kodiak around 10 dps 200 pen, about 9 dps 100 pen. Afterburner is not autocasteable.
vs 100 durability 27,5 dps 19 dps. (+ 50% dps vs Kodiak which is largely fine)
vs 200 durability, 27,5 dps / 14,5 dps (about + 85%) roughly 75% of its nominal dps
vs 300 durability 18,3 dps / 8 dps (circa + 120%) less than 50% of the nominal dps
vs 400 durability 40% nominal dps 11 dps/ 5,6 or 29% nominal dps, still roughly 2x the dps, vs 300 pen stuff, kodiak gets full dmg, harcka and other heavies get 50%, or even less at 420 durability.
Either the Kodiak gets some buffs, or it gets cheaper per supply. 10 being a bit much for current performance.(increasing durability to 350 even)
