I've just played a couple of games where my fleets were OP, yet I got crushed due to the volley mechanic.  What happens is I have a much larger fleet with the best beams and shields (no armor or point defense) and some small fleet gets in range and one at a time, fires missiles at my ships.  Each missile takes out a ship, so in one turn, my fleet is left with little or nothing.  I sit there watching it get slowly wasted, which is frustrating.
My best guess is I've read that volley ignores defenses, so I am thinking each missile deals more damage than the hull type (Corvette, in this case), though I'm attacked by ships that are also Corvettes.  I have Hyperion Shrinker and all the miniaturization tech and even Integrity Cloud.  I would think that I have plenty of hull points compared to an attacking ship of the same type, but I lose them one ship per shot.  It seems like one ship firing missiles at a range of two or three hexes with the 40-60 percent reduction in attack strength wouldn't take anything out.
Do I just need to have a larger hull like a Cruiser to absorb the damage?  What can be done to prevent this game wrecking event?  Volley seems OP.  Please help me understand this.
