Here are your mod choices... and no, no one will make a mod like this. The mods that are going to be made are already established. I wouldn't expect any relevant new modding for this game until a Sins 2 comes out.

The point he is getting at, is if you were inclined to make the mod you probably would have already tried and started with something since the information on how to mod Sins is pretty prevalent in these forums and the people with the skills to make mods are either working on their own projects or have moved on to other games... The active ones most likely don't have the time to explain every single detail on how to make a mod, though they will be able to answer a question here and there.

If you are keen to learn how to mod sins, then look through the modding forums and such, there is a wealth of information to be learnt there and that's how I started out myself. 

I'm glad your enthusiastic about the potential for modding. The resources that you are unable to load were not available to the majority of the modders that have made any substantial mod for sins. You can still learn to mod with the available resources in this forum, moddb or on youtube. After you take some time to research modding in Sins and try making some simple mods you can decide if it's a project worth pursuing. That said, this game is in it's twilight and this forum is all but stagnant, looking for help for an unknown project isn't going to garner much direct support. The fact of the matter is there are very few producers of mods and if they are modding they are working on their own project already.
