How do I make it so that the TEC Rebel ability "Pirate Mercenaries" available to TEC Loyalists and have it be able to spawn not Pirate ships, but normal TEC Frigates?

Download the reference files, and look at the file "BuffPirateMercinaries". Just copy that file, change the ships to TEC ships and make a new ability for it.
I cant seem to find the BuffPiratesMercenaries file
