1. You mean preselect fleets to fight it out? Not directly, but there is a developer tool that you can use to spawn fleets that contain whatever you like, among other things.
2. There is an ability that does this, but its limited to one faction and is an ultimate capitalship (think hero) ability. You could make a mod fairly easily that makes this more widely available however.
It's also possible to hook up with a friend and duke it out via LAN or Ironclad Online using whatever selection of ships you want (from a given race).
It is the ultimate(level 6) ability on the advent cap, rapture.

The Developer.exe, located in your program files, in Stardock Games, Sins of a Solar Empire.

As mentioned its in the Sins of a Solar Empire folder, under the name Sins of a Solar Empire [Version] Dev.exe. The game should launch and after you've started press ctrl+shift+. to bring up the developer menu. I'm working on annotating all the features in that link Krdax gave.
