Max 9 frigates and max 9 cruisers. I just finished testing the Page 0 and Page 1 stuff in the player entities. Tried to add another page with no go yet.
A work around might be to change a couple cruisers to capital ship class opening some spots up but that also uses up capital ship building slot spaces for cruisers. There is also the Not on page section you can add frigates only to but they are not buildable. Maybe an ability to spawn from another ship or star base like the TEC carriers spawn missile which is a frigate.
I am also trying to get this so I will let you know what I find.
