assuming entrenchment/diplomacy editing the manifests, adding the files into a single mod while making sure that there are no name conflicts , merging the string files AND lots of testing

warning you could exceed the 2gb dataspace limit of the sins engine that will minidump as it hits the 2gb point

for the string merging there is no known utility, but it should be possible using notepad++ and a lot of time/effort
