How prolific should the AI be when it comes to building starbases? I haven't seen a single one in this game, and the AI's are normal. Small fleets, no starbases. Is this something I coulda screwed up?

yes and no
there are no direct way to affect the AI, but sometimes you can make changes that the AI doesn't fully recognize and have it suffer then though (but that is rare and usually involves making a change at one area but not changing it in another area that would allow the AI to see it properly)
Huh, guess that it wasn't me then. Maybe it's just time to pump up the difficulty
the AI is always starbase happy with me... (meaning they build a starbase EVERYWHERE...) same with space mines (which really gets annoying when the game has to render thousands upon thousands of tiny little mines... i usually end up turning those off (or down to about 5/grav well)
