Yes, you can increase shields, hull points, and adjust damage among other things.  I would suggest downloading the full mod tools, and following a few of the examples in the forum (there's one that guides you in changing hull points, and doing the same thing but instead selecting shields will get you precisely what you want).

Gah!  Sorry about that.  I remembered incorrectly where the guide was.  If you download and unzip the Forge Tools, you will have a subfolder called Documentation.  In there, open up a file called "SINS_Modeset.pdf" that will have the steps for the basic mod I was referring to. 

Please keep in mind that before you open up one of the files to modify it, do the following:

1. Save a copy of the original folders elsewhere and use that to mod with, do NOT mod the installed files in their standard location.  Your mod will go elsewhere to override the use of the base files, so the originals will be untouched.
2. Before you open up the files to change things, you want to convert them to .txt instead of .bin so you can see everything that you're doing.  Who;e Forge Tools comes with a converter, there's a much easier one to use that I'll link to below (tip: name the subfolder that holds the files you're modding something like "Entrenchment 1.041" so that his program will know which converter to use, then change it back when you're done).
3. When you're done changing, you want to convert them back (in the above program, it's as simple as clicking a button).
