Modifying maps within save files

Hi there.

Does anyone know how to modify the map within a save file? For example, I've started a single-player game with no AI (so I can fortify) but would like to add in an extra star system without having to restart the game. Ideally, I'd like to use GalaxyForge to modify the map in this way.
