LRF doesn't really work against HC. You require significantly more LRF than your opponent has HC, so it will work if you severely outnumber them, but otherwise it's a low-tech unit against a high-tech unit which can't end well for the LRF.
That said, every support cruiser in the game except for the overseer is a good HC counter. Hoshikos upgraded with demolition bots reduce their damage practically to zero, and the rest can be mopped up by hoshiko healing. Cielos help you focus fire, and can give LRF the support you need to take them down. Guardians can push them away and keep them out of range, allowing other long range units to whittle them away with relative impunity. Subjugators and subverters both disable the heavy cruisers outright, which also will work.
Heavy cruisers are tough to counter since they're basically just cost effective hit points and damage, so you need either something like bombers or special abilities to take them down. At equal cost, they murder any other frigate out there, so there is no real counter to be had. Support cruisers are the way to go. Some capital ships also have useful abilities, but support cruisers should be your first line of defense against HC.
