Can they move, jump, or otherwise be treated as normal fleet frigates?

yep. that is if you are talking about "Replicate forces" ability for the Skirantra Carrier.
Don't worry. Spawned frigates are actual frigates. And the 18 limit is an arbitrary one imposed by the horrendous Sins UI. Technically, there are as many frigates as you want. Its just the UI precludes building them, unless you add them in as an ability, which you obviously plan on doing. Make sure they cost money though! You don't want people to spam them like they did with RA pre-1.1
Horrendous UI, indeed, great game nonetheless.
Even abilities are limited by the number of structures and ships that can be built to host those abilities, no?
