Is their a limit on the number of capital ships

I am a bit concerned after creating 3 huge fleets in my on going saved game and having completed the Military supply research tree I have maxed out 16 Capital ships and no longer able  to build more.

Is this because its based on the following:-

1. Size of the empire I own and manage.

2. Limitation on the map used.

3. Limitation by the game dynamics.

You can't have more than 16 capital ships. You can adjust the fleet supply for frigates and cruisers from the game options, before starting the game.

Truth is I have but I am interested if you can tell me where I can adjust the numbers of frigates and cruisers?

Go in option when starting a game and change the fleet size setting.
