How do you mine stuff around a Gas Giant or Plasma storm?

So seriously, how do you?  

It's been bothering me forever, is there a tech for it? or do you just zip your builder frigate over to said gas giant/plasma storm.

p.s. those plasma storms are purdy, the first time I saw one I ignored the game completely for 5-10 minutes

TEC and Advent colony ships have the ability to capture the neutral extractors, the Vasari use their scout for that

Do the capital ship colonisers have that ability too, or just the colony ships?

No, only the appropriate frigates can do it.
