Question on research

Ok, so here I have a dilema. I have the Dreadnought heavy cruiser in game and working with new sounds. I have the supply cost up very high. Around 20 because of the original cost of 16,000 crew members. What I want to do is have a research for slave circuits installed on the ships reducing the cost to about 4-5. Anyone know if this is possible and if it is what command would i use?

Take a look at some of the research abilities (I recommend the fleet ones) to compose the rest of the txt file. I don't know anything about icons at the moment, so I don't know how to change those but I understand description and name editing (it's not terribly complex) if you need any help with that. If you look at a few skills and then look at their position on the research page you can work out what pos and block values you want.
