This concept could help solve the problem of separation of control groups and fleets making it a better system then if they were separate or if they became the same thing.

-if a user selects a fleet in the empire tree and control groups it, all ships that join the fleet become part of the control group automatically.

alternatively you could have an auto join control group button in the fleet tactics menu allowing for more open ended selection, perhaps a combination of the two.
